How would you get a permit so you could own exotic animals such as wolves in N.D?

Is there a pattern with which to determine non-toxicity and edibilty in plants or land or sea animals?
Say I am stranded somewhere, is there an easy way to tell if a particular plant, animal or fish is edible? Since I am alone, I can not use the 'eat it and see' method.
You should be able to eat anything you see another mammel eating and not die.
